The money system in the RP is used for the purchase of school supplies, additional clothes, dormitory room decor, office decor, snacks, meals, and beyond.
Students will start off with the following amounts during the first semester:
$500 for students who specify one of their traits as poor $1000 for students who specify one of their traits as working class $1400 for students who specify one of their traits as middle class $2000 for students who do not assign being poor, working class, middle class, or rich $5000 for students who specify one of their traits as being rich
Teachers on the other hand start with the following amounts:
$5000 for professors who specify one of their traits as poor $10000 for professors who specify one of their traits as working class $14000 for professors who specify one of their traits as middle class $20000 for professors who do not assign being poor, working class, middle class, or rich $50000 for professors who specify one of their traits as being rich
Each post made earns $5, so don't worry about your characters being strapped for cash.

How do we actually use the money? Do we just post what we're spending it on and hope our balance becomes updated? Or is there somewhere in particular we need to post?

You use money by being in one of the locations that facilitate the use of the money system and by buying things, such as lunch in the dining hall or things from the school store. In the dining hall, there will be a thread in which you can mention buying a meal (and for which meal it is) when you RP eating in that forum. In the stores, RP shopping. At the end of it a cashier character- whether a student character working at their part time job or an NPC- will total the amount up. At the end of each week the balances for everyone's accounts will be updated, with additions, deductions and transfers being done as required. That said, no one will be forced to take part and use the money system if they would rather not, though they won't be able to buy things in RP in that case.

Now that I have been reminded of that, if you don't have your money updated to the amount you were supposed to be given- this is for everyone- please remind me here.

You're welcome to start off with your classes with what you think your teacher would have prepared and ready. If you want, you could RP having forgot some piece of equipment or text and have to purchase that through special order or something. Once again, making use of the money system is optional.

Any limits/restrictions on what characters' parents can send them in "care packages"?
The reason I ask is that I was planning to have Scott's parents send his fencing sword in a package. It's not something that you'd be allowed to take on a plane (usually) but it is something he would already own, and so technically he wouldn't be going out to buy a new one. Or should I have included the "Owns a Sword" modifier on the character sheet?

There are no limits but the logical for care packages (EG, if it could not be shipped or would be too large to reasonably be sent it should not be sent via care package).
The character sheet traits tell everyone what sort of things your character has started off with, or have, to a point.
Having his fencing sword be sent through the post and him not having to buy it is allowed.
